Performance Measurement & Evaluation (PM&E)

PM&E Framework

We are committed to accountability, continuous improvement and demonstrating results. We have a performance monitoring and evaluation (PM&E) framework to guide the coordinated analysis and evaluation of the Foundation’s programs and initiatives.

The PM&E framework is linked to our Strategic Direction: 2009-2015 and measures impact in three performance areas: Impact of Health Research Funding, Value-Add of MSFHR and Organizational Effectiveness. Each performance area incorporates output and outcome categories with indicators that draw upon a number of data sources.

Indicators and Data Sources

Quantitative and qualitative data sources include:

  • Awardee annual reporting: to examine the outputs and outcomes within a funding year.
  • Special evaluations: to examine the outputs and outcomes of programs and initiatives at their conclusion.
  • Custom analysis: to explore specific aspects of MSFHR-supported health research and the environment.
  • Case studies: to demonstrate MSFHR-supported research has been used to improve health and health services.

Developing the PM&E Framework

The PM&E framework was developed with input from internal and external stakeholders and influenced by Balanced Scorecard methodology and the Canadian Academy of Health Sciences (CAHS) report titled, “Making an Impact: A Preferred Framework and Indicators to Measure Returns on Investment in Health Research”.

Implementing the PM&E Framework

The PM&E framework was approved by the Executive Team in 2009. New templates and tools for Awardee annual reporting, special evaluations and custom analysis will be designed based on the PM&E framework and launched in 2010.

In addition, we plan to develop a corporate evaluation policy to ensure that information on the performance of programs and initiatives is timely and strategically focused. The policy will further strengthen evidence-based decision-making and accountability and will incorporate the Canadian Evaluation Society (CES) Guidelines for Ethical Conduct and Program Evaluation Standards.

Historical Reports

Previous reports from 2002 to 2008 that MSFHR has produced or commissioned are available and include environmental scans and program reviews. Examples are:

  • Health Research Monitoring: Reports on BC’s progress in attracting national health research funding, gross expenditures on research and development, and researcher productivity.
  • Personnel and Infrastructure Program Reviews: Reports on the independent review of programs to identify gaps and recommend opportunities that would enhance programs in the future.
