Background
Planning Process
The BC Ministry of Health has provided $8 million to MSFHR to support broad health services research related to the nursing workforce and associated policy initiatives. Working with the Nursing Directorate, MSFHR developed terms of reference for a Nursing Research Advisory Council (NRAC) (PDF) to provide direction for the BC Nursing Research Initiative. The Council is co-chaired by Dr. Lynn Stevenson, Chief of Professional Practice and Nursing at VIHA and Dr. Pamela Ratner, MSFHR Senior Scholar and Professor, UBC School of Nursing.
Under the NRAC Terms of Reference (PDF) the Council is charged to consult and develop recommendations regarding strategic and funding priorities to develop the capacity for and to undertake applied research that is focused on issues related to professional nursing practice environments, nursing education, nursing workforce and related service and program initiatives in the BC health system. The Council met for the first time in July 2007 for an orientation and to begin the work of articulating a vision and goals to guide its work.

At their second meeting on October 12, 2007, NRAC members approved the vision, mandate, goals and principles (PDF) for the BC Nursing Research Initiative. They also approved a Glossary of Terms (PDF) – a living document to support common understanding of terms and acronyms – and the Terms of Reference for two Task Forces. The Research Priorities Task Force is developing recommendations on research priorities to be addressed through the initiative and on funding mechanisms to support the research; the Capacity Building Task Force is identifying capacity building needs and appropriate funding mechanisms for supporting these activities. Task Force membership includes approximately 50% NRAC members and 50% from outside NRAC.
The two Task Forces met twice, once in December and again on January 11. At the second meeting, the two groups came together to review the results of the December meeting, then broke into separate groups to develop high level recommendations on research and capacity building priorities.
Before moving to the next steps, the BC Nursing Research Initiative requested feedback from the nursing and broad health services practice community and the academic community on the Task Force Preliminary Recommendations (PDF). The request was posted February 1, 2008 on the MSFHR website, with a deadline of February 20, 2008 for feedback. More than 30 responses were received.
Next Steps
Feedback from the community was considered, together with the Task Force preliminary recommendations by NRAC members at their March 14, 2008 meeting. Revisions based on this input were approved. Staff were directed to develop an outline of capacity building and research programs with high level funding allocations to address the recommendations. These were discussed and endorsed by NRAC at their June meeting and will go forward for MSFHR Board approval in September 26, 2008. Once approved, the report and program options will be posted on this site.
Thereafter, MSFHR will develop appropriate guidelines and evaluation criteria for approved programs/initiatives. The Foundation will also be responsible for review processes and all other aspects of administering awards or other funding mechanisms, including evaluation.
