About MSFHR Personnel Programs
The Personnel Program Review Panel Report was received by the MSFHR Board of Directors at their June 27, 2008 meeting. This final report contains 12 recommendations for enhancing the value of the Foundation's personnel programs. MSFHR is preparing a response to the recommendations and will communicate with BC's research community and other stakeholders about what the follow-up process will entail.

The Michael Smith Foundation for Health Research is committed to continually evaluating and improving our services and performance, ensuring that we are serving BC's health research community in the most effective ways possible.
In November 2006, MSFHR held an external Review of Infrastructure Programs, which resulted in recommendations for improvements and refinements to Foundation programs. Review of Infrastructure Programs.
A second external review - the Personnel Program Review - will be held in the spring of 2008. This will complete our first external evaluation for all of MSFHR's funding programs.
The purpose of the Personnel Program Review is to:
- Identify opportunities to strengthen and better integrate our personnel programs
- Help ensure that MSFHR is using its available resources in the best ways possible to serve BC's health research community.

Objectives
The External Review Panel for the Personnel Program Review has three primary objectives:
- Review current award programs (informed by MSFHR-prepared background research and documentation)
- Evaluate current award programs for their effectiveness, value and return on investment
- Consider program gaps and advise on opportunities that would enhance the value of these programs in achieving MSFHR goals and objectives

As with other MSFHR reviews and consultations, the Personnel Program Review involved an open and comprehensive process that comprised:
- Internal data collection and analysis - Fall 2007
- Use of questionnaires, interviews and focus groups to solicit feedback from a range of stakeholders, including all applicants to MSFHR Personnel programs - Fall/Winter 2007
- Literature review and environmental scan on best practices in research and training support - Fall 2007
- A review and recommendations by an External Review Panel - April 2008
- Panel recommendations for program improvements presented to the MSFHR Board of Directors for approval in June 2008, and disseminated to the community thereafter.
MSFHR's Personnel programs aim to build research capacity through human resources training, recruitment and retention. There are two components to the Foundation's Personnel programs:
- Research Trainee Program - supports highly qualified Master's, PhD and Post Doctoral trainees to prepare for careers as independent health researchers;
- Career Investigator Program - facilitates the recruitment and retention of highly qualified new and mid-career investigators by providing partial salary contributions and Establishment Grants to eligible researchers.
